     Red River Coal Company, Inc. is applying for bond reduction on Permit No. 1601576, located approximately 0.3 mile from the Blackwood, Josephine and Laurel Grove communities and approximately 0.1 mile from White Oak Gap in Wise County. This permit consists of 1331.78 acres which are bonded under the Virginia Coal Surface Mining Reclamation Fund (Pool Bond) for $903,700.00 in the form of insurance surety. As provided by 4VAC25-130-800.40 of the Virginia Coal Surface Mining Reclamation Regulations, the Applicant is requesting a Phase III bond reduction of $183,200.00 on Increment Number 6, Number 7 and Number 8.

    This bond reduction request is based on the area passing a vegetative study on Increment No. 6, Increment No. 7 and Increment No. 8:

       1. A vegetative study on Increment No.6, Increment No.7 and Increment No.8 showing the area has met its post mining land use of Unmanaged Forest containing 527.40 acres.

   Any person with a valid legal interest which might be adversely affected by this proposal, or an officer or head of any federal, state or local government agency or authority, may within 30 days of June 13, 2025 submit written comments or objections concerning this bond release, and may also request, in writing, that the Mined Land Repurposing Program hold an Informal Conference concerning this application.
